When you try to boot up, press Function key F12 a few times. Sometimes that boots you up into a recovery mode, where you can fix your computer to work normally again with an options menu. If that does not work, you may also find someone else with a recovery disk for the same model or even manufacturer. Sometimes any recovery disk works, but you will not be able to recover anything unless it is your manufacturers. Lastly, you may acquire software downloaded on another computer called " Spotmau Boot Suite 2012" . It is about 30 dollars. Be sure to make a boot disk when it has booted up so you are not in the same position the next time.
First make sure that there is no non-boot disc in either the 3.5" or the CD drive. If those are not the problem, your hard drive has either failed or lost the Master Boot Record information. You will need a Windows Install or Upgrade CD for your computer's OS. (You may also need a 3.5" boot disc for the OS.) What OS are you using on that computer. Alternatively, some third party repair software or Partition Management software can restore the boot information if the hard drive is still viable.
Try to boot to the CD and choose repair. Go the the Command Prompt (Recovery Console). Then for XP, try the fixmbr command. You can check if there is any viable data on the hard drive by trying to change drives and then typing dir to get the directory list. Try C: (enter) dir (enter). Look for a Windows folder. (Note: some computers have a recovery partition. Don't mistake that for your Windows drive.)
If your hard drive has failed, you'll need a new drive. Then use the license on the computer and an install disc for that original license. Please note: the recovery disc if you have one often doesn't work with new hardware. You will lose any third party software that was installed by Compaq. You'll need to reinstall your own software.
I hope this helps. Please add more information about your computer for additional support. If you do not have an OS disc, search for a member of a Windows User Group in your area. They often have extra copies.
When you boot your laptop, place your XP disk in the DVD drive. If the boot sequence starts with CD ROM then you should be able to boot from the disc. If you can, there is nothing wrong with the drive, there is a firmware error in Device Manager.

A computer-technician can remove the disk-drive from your computer, temporarily connect it to another computer, and copy all the pictures from the disk-drive onto a DVD-writable disk, which you can use in another computer, until your computer gets fixed.
