SOURCE: I need driver for ASUS

You can download it from the Asus official website, click this LINK, this will direct you to your graphics card drivers download page. On the page, click the down arrow button on the right side of "O.S" (beside the red texts "*Required") and select "WinXP", the available download options will be displayed to you, click "VGA" to expand it and download the driver. You'll need to click the floppy disk icon labelled as "Global (DLM) etc.." to begin the download. The topmost among the available lists of downloads is the latest version (updated). I would recommend you to download it. Alternatively, you can download it from this LINK(direct download link). The driver package will come down as a zip file. I hope you know how to open zip files on your computer. Windows xp can open .zip file (by default). Let me know if you need further help.

No, you dont need any power to the Graphics card.

But make sure that the monitor is connected to the new graphics card that you have installed and not on the on-board VGA card. That should do it for you !

Probably not. There is not quite enough information in your post to really help, but from what I'm finding on the GeForce 6800 GT, it is only available in PCI-Express and AGP 8x (AGP3.0) Versions. Your motherboard only supports AGP 1x, 2x and 4x (AGP2.0) cards.
