It wont even come up long enough for me to upgrade the bios or rest/restore the setings

Step 1:
Restart your computer repeatedly tapping the f8 key to enter safe mode while the screen is black once in safe mode where the only things working will be your keyboard and mouse allowing you to attempt to repair your computer.
As the computer is booting repeatadly press the F8 key as the computer is booting If done properly the user should get to a screen similar to the below screen. Select the option for Safe mode command prompt only Windows Advanced Options Menu
Please select an option: Safe Mode
Safe Mode with Networking
Safe Mode with Command Prompt Enable Boot Logging
Enable VGA mode
Last Known Good Configuration (your most recent settings that worked)
Directory Services Restore Mode (Windows domain controllers only)
Debugging Mode Start Windows Normally
Reboot
Return to OS Choices Menu Use the up and down arrow keys to move the highlight to your choice select the safe mode option then run your antivirus if still cant get rid of the virus restart again Use the up and down arrow keys to move the highlight to your choice. select safe mode with networking download anti malware and microsoft security essentials http://www.microsoft.com/en-us/download/virus-malware.aspx?q=virus anti virus and malware http://windows.microsoft.com/en-US/windows/products/security-essentials If this fails you might have to go back into safe mode. To perform a system restore, follow these steps: 1.Click Start, click Run, type msconfig, and then click OK. 2.On the General tab, click Launch System Restore. 3.Select Restore my computer to an earlier time, and then click Next. 4.Calendar dates in bold are possible restore points. Click the most recent one to view system restore information. 5.Select a system checkpoint or an installation restore point, and then click Next. 6.Close all other programs. 7.To start the system restore, click Next. 8.Your computer restarts. Repeat steps 1 through 8 until you fix your configuration issue.

This happens when the reset button inside is stuck. If the system is under warranty. Opening the case will void warranty. If it is out of warranty.... Open the cabinet and you can find a chunk of wires crowded in to a point on the motherboard. If you care fully inspect you will find a pair of pin (jumper pin) marked "RESET". If there is some obstacle that is shorting the contact, remove it and offcourse clean the dust particles or other material that could cause trouble. This should solve the problem

bios for ibm is at ibm.com and you should never update bios if you dont know much of computers but always use software to flash bios from windows... ibm.com will be good to download bios, the other part is up to you, because if you are clueless on this matter you better take your computer to an it technician before braking it down.

It seems, that you should replace motherboard, I've seen this kind of problems in my office, after year or two you won't be able to turn it on at all. In my opinion, it's bad quality capacitor on motherboard.
Any way there is little chance that it cold be bad PSU, but it's really small chance.

The IBM Netvista should have options to change the language settings built in if you read the manual but generally, if you follow these instructions it usually works.

Reboot your PC and immediately start tapping the F8 key, then choose to start in safe mode. Now click the start button, then click run. Type MSCONFIG and choose startup programs and disable all startup programs and see if it boots ok. If it does you can retype msconfig and one at a time re-enable your startup programs until you find the one that makes your PC hang and reboot, Keep that one turned off after you find it, and re-enable the rest of your startup items.
