Do you have your Vista installation DVD? You will need that to solve your problem,

Insert your Vista Installation DVD in the drive and restart your laptop. Choose to boot from DVD drive and let the Vista installation start. At the prompt, select the option to repair your system and click on the startup repair.

Please let me know if this solves your problem

Ok, please try the above steps again but ths time, instead of the startup repair, you may need to click on advanced options and select the command prompt option.

Here, just type chkdsk /r and press enter

Waitfor it to finish checking as it will take some time and then reboot.

I have a Dell Inspiron 1525 stuck in windows boot manager file \windows\system32\config\system status: 0xc000014c info: windows failed to load because the system registry file is missing or corrupt ...

Here's part of an article on how to replace that registry file:

Look in the C:\windows\system32\config\regback\ folder.
There should be copies of the registry files stored inside that folder.
They are backed up periodically and stored in that folder.

If you create a MiniWin, BartPE, or a Linux Live CD, you can start the computer from CD and move the file system to the required folder, C:\windows\system32\config\.

Working on a Inspiron 530s, it was brought to me and said I can't fix it, help. The problem is: loads to Dell screen then to Windows Error Recovery black and white screen. It says windows failed to...

Not sure of the legality of this, but you could try to download a dell oem vista DVD, burn it, and be up and running in no time. I do this all the time. I assume its legal because I am still using the license that the computer came with.

Says missing operating sys and suppose to have downloaded

If you do not have an operating system disk to load take it back where you bought it. They should give you another one.

Tell you the truth, I would take it back anyway. That's not good business. Probably an oversight, but bad business nonetheless.

Since this is a Dell you probably received it via UPS or USPS. Contact Dell. Here is a list of Contact numbers:
