First check your breakers they are seprerate than the indoor they are in the distibution panel and or next to the out door unit. If still no...then check the control wiring (two or more wires in a cable) going to the outdoor unit the supply the voltage to the contactor which is the swich inside the control panel it can be manually pressed in to checked mechanically with the power off, or electically with the power on. It does have high enough to hurt you, so unless you are comfortable with it you may need a tech.

the inside fan works all the time when on so that the room air is circulated past the thermostat
the outside fan only works when the compressor is working to cool the condenser coils
with the inside fan not working it indicates a power board failure , power failure or control panel problem
if it is a window (box ) ac then it will be the power board problem
in either case it is a job for a ac technician as it could be just a start/run capacitor fault.
Possible that the processor has failed and it seems to give a through circuit to the fan which runs when power is switched on. You can check the voltage on the processor IC and if absent then you must check the DC voltage on the circuit board. If there is no power then it is the failure of the power supply section and if not the processor is the suspect.
Please check teh power to the wall unit first, then if this is present check the remote control, check the battery. Point the remote to your phone camera and see if the camera detects the IR emission. If so the remote is working and the power supply has failed on the AC unit.
Open to check on the main power circuit , the program controller circuit.

If there is no power in switch board you need to observe upstream line of power including your switch board, cables, circuit breaker supplying your air conditioner.
You may find poor connection, defective switch / breaker.
This task can be easy by using voltage meter and test pen.
Since you have power to the clock display- there is power to the unit. The "power" function button has failed because the momentary switch on the circuit board below the touch pad has failed. These little push switches have a short service life. I suggest checking a source who sells the control circuit board for Soleus Air LX-140. Might be similiar component. KT
I have two of these units (actually it is my sister and brother in law's) but they come to me to fix stuff. Last year they came to me with this unit not working. No indication of power on the display. I diagnosed it down to the PWB Assmebly, Main. I believe they are referring to it as a Power printed circuit board (part #6871A20271A). The new board worked for about 4 months and then quit in the same manner. Also, the second unit quit in the same manner also indicating the circuit board is bad. I don't want to throw a board at it till I know why they are burning out. Also, want to try to diagnose the board to component level ($33.28/board last year). Let me know if this helps if you have the same symptoms? You can replace the board but my experience says it will only last for a short time till we find the real cause (Sears must know this problem exist).
