Okay so my problem is I set a parental controll on my itouch blocking the apps and iTunes store to prevent from running my bill up. I purpously set the password to random numbers so I couldn't rember it and run up my bill. Well now my computer crashed and I need both for work. How do I get this fixed without a computer?? Pleasee help me!!

You should just reconnect to iTunes, and use iTunes to restore your content. If you don't sync your iPod and iTunes that often, then you will have to go back into the App Store, and iTunes and re-download your previously purchased content. Don't worry, they never charge you to download something you already paid for. The App Store has a great new feature when you go into the "purchases" menu, there is a list of everything you previously purchased that is not on the device. So, connect your iPod and allow it to set up and sync your device, and then go back to "purchases" in both iTunes, and the App Store, and you should be able to get everything back. If you're like me, and you sync your iPod at least once per week, you will have most of your content already backed up in ITunes, and replacing your content will be a breeze. Good luck.
Generally in the itunes store under requirements it tell you that the application is compatible with either iphone, ipod touch or ipad. You should note that the ipod touch is what you seem to call the itouch.
You need to download iTunes and update your iTouch to the latest version then you need to create an iTunes store account too. After doing that, go to the itunes store link on your itouch and choose the apps/games that you want to download.
You may need to reset the driver and then possibly update your itouch firmware to get it working again....
-Close any other open programs
-Unplug the iTouch and any other NON-ESSENTIAL USB devices from the computer (i.e. PRINTER, CAMERA, etc.)
-Open the iTUNES application and leave it on during this process, you may minimize the program if you'd like though!
-click on your Start Menu go to Control Panel click on System icon [computer w a check] goto the tab that says Hardware then the Device Manager button (alternatively, u can access the device manager by opening up the RUN command and typing in "CONTROL.EXE SYSTEM" and hit ENTER)
-Under DEVICE MANAGER, click on universal serial bus controlers to expand the catagory then you itouch should be in there it may be under a name like "USB Mass Storage Device" then click [up/plus on the toolbar] and choose the unistall driver option[computer with an X]
(don't worry, your data on the iTouch will be fine!)
-Next plug your itouch back in it should recognize it
Now then, try to update the firmware through Apple
I had exactly the same problem, you have to sync them on itunes. Plug in your itouch, open itunes and make sure it is the version with an applications section in the libary. Then click on your itouch in Devices go to the end applications tab and you have to sync them. This worked for me.
The easiest way to download to your iTouch is directly to your iTouch via the Apple Store. The Apple Store icon is already on your iTouch. Just make sure you are near an internet connection via Airport or Wi Fi. Click on "Download" on the selected app, and then wait a couple of seconds. Your iTouch will indicate when the download is done and the app is installed. You will see the new icon on your your screen page.
If you install from your computer, you will have to plug your iTouch into the computer and use the iTunes app to control what you download.

Okay well the only way you can resolve your problem is by taking your iPod to your local Apple store they should do a swap. Sounds like there is a firmware fault.
