You can confirm this in the BIOS and i'm sure it will show 4GIG. Your Operating system maybe a 32 BIT OS, hence it will only show about 3... GIG. It's a limitation for a 32 BIT OS.

IBM ThinkCentre 8183 (M51) does not boot

I think it is more than likely your hard drive is the problem, you get the splash screen and everything is working up to that point which tells me the motherboard is fine.

Is there a better motherboard for the ThinkCentre M51-8143 which supports FSB 1333MHz?

If it was me i would be replacing the case as well then you will have no trouble finding a motherboard to suit. Will also be handy for any future work you need to do to computer. I doubt very much your old memory will fit in the new motherboard so why not get your memory upto around at least the 4Gig mark while youre at it. All this really wont cost much and you will have quite a nice computer which looks like new. Cheers from Scott and please vote

What`s the maximum processor upgrade for IBM ThinkCentre M51?

MAXIMUM CPU FOR IBM M51 = Pentium 4 650
3,40 GHZ / 2M CACHE / FSB 800 / HT / SOCKET 775 ( SL7Z7 or SL8Q5 ) they take 84 Watt, by the way, change the power supply, with connections for Pcie x16 graph-cards ,like 800 Watt. HD cards are not supportet, Max.- card is ATI x1950 Pcie x16 512MB. Do not try the ATI 5450 will not work.

Processors:
DO NOT THINK ABAUT THE P4, 651 / 660 / or 661 ,will not work .( multiplier is 17 ) and not supportet by the mainboard and chipset.

I have an IBM ThinkCentre m51, no os installed and it has the wrong BIOS. It boots up but keyboard & mouse are dead so it seems like I cannot flash the bios, check it or install anything.

Try removing system battery on MB for about a minute and reinstall. Some units have a jumper pin for reset on MB also. If that does not help, your MB may be bad.

Bios upgrade

Go to this link:
http://www.ibm.com/Search/?q=ThinkCentre+M51+PC+Desktop&v=16&en=utf&lang=en&cc=in&Search=Search & search for your update which u will get access to after a simle registration where all u got give is Your Product NO, Model & Sr. No. & carry on safely from there. However my suggestion is not to update BIOS unless u are facing any problems and have been asked on some error message...............sodeep
