Do you access under the dash and if so, what is the procedure
You can do it one of 3 ways...
a. Remove the Instrument Cluster from in front of the wheel, Lubricate
b. Remove the Cable from Under the dash and Lubricate
c. Remove the Cable from the Transmission and Lubricate.
Removing BOTH ends and cleaning first from Pressure TOP to Transmission is highly recommended and injecting a Light Lithium Grease I have found to give the best results but if you are having a problem with the Speedometer Cable itself... They are inexpensive and easy to replace. That is what I would do if it was making noise.. Less than $30 for a new cable

it sucks but there is a plastic clip on the cable were it goes in the cluster . and yes you need to pull the cluster to chang the bulbs

the solenoid that pulls the interlock pin back is located on the top of the sterering column, drop the column down to access it, are u sure the brake lights work? that is what energizes the solenoid.
