If the monitor has no power at all then you have a dead power board, or a broken power cord, test also a different wall AC outlet.

If instead there is a flashing led on front of the monitor, that indicates a fault condition.

The flashing light indicates a diagnostic state called protection.
When the Monitor goes on protection there are only two possible causes.

1 The internal circuits are jammed because of electrostatic charges accumulating on capacitors, or because of a wrong voltage read by the main chip on your monitor controller board. this started the protection circuit.

2 The protection circuit detected a wrong voltage or a broken contact, identified an internal fault and kicked in , starting the flashing light.

If you are in situation one, then the monitor will reset just unplugging power cord for one or two hours, sometimes even minutes.

If you are in situation 2 , then there is an internal fault.

Common faults that can occurr suddenly are a blown capacitor on power board, the inverter board powering up backlight lamp has blown, or a fault on main lcd controller board.
check also the video cable, if the cable is shorting, or the connector is bad, you can get same flashing state because of the video cable.

Check connectors, try moving the video cable, and if the cable is not built in, then also try a replacement cable.
Regards

It will not work i switch it on and nothing happens

Remove cable connecting monitor to computer, turn it on. If you see a "NO SIGNAL" note, your monitor is ok and the problem is the graphic card of your computer. If you've recently removed and reconnected the monitor, might be a bent pin of cable input.
If Monitor is dead when you turn it on disconnected, it's defective and you should repair it

Dead pixel on lcd monitor

I used to use a REAL warm damp rag, (Water), and touch the dead pixel. See if I could bring it back. (Rag held underneath to catch ANY drips. Monitor UNPLUGGED from power)

Now I just let it go bye-bye, and purchase another monitor. One dead pixel leads to another eventually.

What does it mean by dead cells?

I assume this is related to your LCD monitor.
I think you mean dead pixels. The LCD monitor has tiny pixel elements, one for each red, blue, green color and each one of these colored pixels are turnes on by a transistor. When a transistor fails then the colored pixel it controls does not light up. This is a dead pixel and it shows up as a tiny black dot.
If the screen displays a blue screen, a dead blue pixel will appear as a tiny black dot in the blue screen.
You normally would not notice a few dead pixels unless they are grouped together.

anything can be repaired if you have the money and are willing to spend it. However it would be better to get a quote and weigh up the pros and cons of replacing it cheaper than the repair A new monitor wilol also have 3 years warranty ( Samsung)

Blank screen - appears to be dead

If the screen is completely black, your screen may indeed be dead. There are a few solutions you can try before throwing in the towel though.

1) Test the monitor on another PC if you can.
2) Make sure the contrast, and brightness aren't turned all the way down.
3) Make sure the graphics card in your PC is functional. You can easily test this by connecting a known working monitor to your computer.

If these steps do not resolve the issue, and your graphics card is in good working order, you indeed have a dead monitor on your hands. It may be cheaper to buy a new monitor, than to have that one serviced.

Dead monitor dell e173fp lcd monitor

This could be either down to an internal fuse blown or the main board or the capacitor on the power supply could be faulty.
