i would take your phone to verizon and talk to them...
they might give you the same phone you have or possibly switch you to a different phone if you had previous problems like that or they ran out of that phone.
To be able to send and receive MMS messages (picture messages), your
network subscription must support picture messages and you must have
MMS settings in your phone. These settings may already be in your phone
when you buy it, or you can go to the Phone set-up service on this site to have the settings sent to you in an SMS message.

Such problems occur when there's not enough signal strength to carry out the operation.
As you get the notification for your received MMSs, I assume that you have successfully enabled GPRS on your phone. If not, that maybe a thing worth looking into. (Maybe the settings you have selected don't work properly with your GPRS connection.)
