That is bad. The best you can do is contact Samsung or the dealer where you got it. They are locked down very well because of the huge amount of phones stolen. This effectively makes them useless. My I phone 5 even allow me to erase all data remotely.
If data is very much important, then please visit the nearest data recovery lab. Otherwise there are many software that can recover data on FAT32/NTFS partition nicely.
