Rotation speed slow down

Sounds like a battery problem. Try getting a new or better yet a rebuilt battery for it and see if the speed doesn't come back. Your battery maybe worm out and unable to give the same power it did when it was new.

Makita DC18RA Makstar Li ion Charger three lights

Alternate Red and Green flashing means bad battery. Buy a new one, or take it to a Makita Service center for replacement if it's under warranty.

Normally the yellow light indicates hot battery, but it could also mean dirty battery contacts so the heat sensor can't be read, or that the fan is clogged with dust and unable to cool the battery. The manual says let the battery cool and try again. If the yellow still flashes, it's contacts or the fan.

Bought agojama battery drill from Macro hyper years ago, after charging few times as seldom use charger unable to charge, as it's 16 volt, unable to find replacement or get repair original charger ever...

The valtage of the battery will not make any diference, you can use an 18v battery as long as it firs the battery housing. Always remember to disconnect any battery's if not in use because if you leave the battery connected it will drain and damage it.

Unable to get 19.2 li-ion batteries to charge using proper charge

I would suggest taking all of them back to store for evaluation. They have a computer program that will be able to check the batterys for how many times charged and the condition. (most of them do) and also the chargers. Other than that we don't have a way to check the li ion with that program. If no satisfaction I would call manufacturer direct and speak with tech services for answers.

Drill causes my Battary to smoke & Burn out

Do you have more than one battery and if so do they both do this? It sounds like the batery has shorted out or possibly the switch is malfunctioning and creating the short either way I would not try and recharge a battery that has these symptoms. I actually had a NiCad battery catch on fire when I charged it not knowing the history of battery. There are repair centers that usually won't charge you to check batterys/drill or maybe a minimal fee but it is cheaper than replacing batterys constantly. Good luck. Dave
