That is an internal fault, either on power board, or on one of ballast boards powering up the lamp.

The high pitched noise can be caused by a blown capacitor, either on power board, or on the small AC board that power up the lamp.

To fix the problem the TV must be taken apart, and the faulty component replaced.

Do not keep turning on the tv in this conditions , as you may cause more damage.
If you want to call a technician you can use the phone number listed on the owner manual.

If instead you are a technician and wants to fix it yourself, start testing the caps on power board, and reading voltages out from pwb. If you find nothing in there proceed in testing ballast board, and then convergence and dmd board.

Try resoldering the flyback transformers connections on the board. Its very common for the flyback pins to develope cracks around the pins which can cause that issue. I would check that first with that model.

Thats a very easy repair which is almost always related to failed power capacitors CP150, CP120 and CP114. You can get the RCA repair kit which is the same as the GE from www.tvrepairworld.com the kit is called the ATC221 CP150, CP120 & CP114 repair kit . The kit contains the caps and the CD with instructions for the repair.
