Generally this points to a missing Operating System or a bad HDD (hard drive) that isn't being detected by the PC or has been damaged beyond repair.

Try to enter the BIOS and see what it says for what HDDs and whether it detects the HDD at all. If it doesn't detect any drive, check the cables in your PC and ensure everything is plugged in firmly to both the motherboard/power supply and the HDD itself.

If the HDD is detected but not booting still, it might be a corrupt operating system or a bad HDD. You may need to use diagnostic utilities such as DFT (Drive Fit Test) to diagnose the HDD prior to reinstalling the operating system.

I am trying to bring up my BIOS screen but it does not come up using F8. Could I need a new battery?

No, I believe you are missing your window of opportunity. The time limit to get into BIOS Setup goes by F-A-S-T!

When you first start your computer, look at the bottom of the monitor screen.
When the computer manufacturer 'splash screen', (Logo), comes up, quickly look at the bottom for the - enter Setup, or Enter BIOS Setup key, to press.

Got the key, or keys, to press? Good. Write it down.
Now restart the computer.
AS SOON AS you click on Restart, start tapping on that key/s.

Tap in 2 second intervals.
(You may hear beeps. These are Stuck Key Error Code beeps.
YOU are essentially making a stuck key by constantly tapping.
Ignore the beeps)

This way you do Not go past the small window of opportunity.

My 531S hangs at the dell splash screen with one short beep before loading windows vista

I would start the computer in safe mode. To do this, keep tapping on the F8 key as you start the computer. Do this as soon as you see anything on the screen. If you get the windows splash screen, you've waited too long. Once you get the white menu on a black screen, choose safe mode and let it start. The next time you do a restart, it should work. If it doesn't, then in safe mode do a system restore back to the time it worked.

Unable to have safe mode screen come up from hitting f8

When the F8 key doesn't work, there is another (less desirable) way to force the computer to start up with the option screen to go into safe mode is to interrupt the Windows start-up process. As soon as the Windows screen comes up showing that it is booting up, remove the power from the computer. When you restart, Windows will detect that it did not start up correctly on the last attempt and will automatically go into the option screen to allow you to choose Safe Mode.

How do I get into safe mode on a Dell Inspiron 531. PF 8 doesn't do it?I can only get into Setup with PF2. Otherwise the boot up only goes to the DELL screen and hangs there.

You cant get in safe mode because the PC hangs before windows ever try to start.

Try to press F8 multiple times but right after the Dell screen.
Some computer don't like that you press F8 while the bios is loading and just hangs there, maybe its your case.

I cannot logon to my PC

Start your PC in safe mode, to do this repeatedly tap the F8 key as soon as you turn the power on. This will then bring up an "options" screen listing boot in safe mode, safe mode with network support etc. Just use safe mode. If it goes directly to windows instead - shut it off and try again til u get the safe mode screen. The arrow keys control the selection to choose. When it starts in safe mode a black screen will usually appear with a bunch of writing, this is normal, after that it may "hang" for as long as 5 minutes, before coming up with a login screen. Sometimes hitting enter or escape will bring up the login screen faster. When you have a login screen, login and disable the updates using the software control options for the software that is trying to update. You might also go to control panel, administrator options, then services and disable automatic updates temporarily. When your pc starts in safe mode - it starts with minimal drivers and does not run updates- this allows you to change settings. You can then reboot normally and it should start properly without updating before starting.

Unable to Acces BIOS on IBM Netvista 607931u w/ Phoenix ROM BIOS

When the IBM Setup Utility program prompt is displayed, quickly press F1.
The prompt is displayed for only a short time.
if you dont see the prompt, tap F1 repeatedly as the computer starts. If it says "starting windows" you've let it go too far and will have to restart again and repeat the process to get into the bios

Can't remember login password

As soon as the pc starts up (before windows or anything has come up) start rapidly tapping f 8 and keep tapping it until you come to a menu. There will be options like:

Safe Mode
Normal Mode
Last Known Good Cofiguration

choose safe mode. A load of text will fill the screen. leave it (may be some time) until you get to a login screen. Click "administrator". From this account you can change any users passwords
