Assuming it is programmed correctly, it is a weak, undercharged or bad battery. Transmit takes a lot more power than receive. A beep or no transmit, even if the Transmit light comes on can still mean the battery condition described.
Dear you put the PTT ID OFF at both BOT and EOT in optional menu and put fleet sync in place of DTMF. Also put none at opt sinal. Check the both Radio frequency.
By keeping the PTT button pushed, if you get a rapid beep and the red led is blinking, sounds like a bad battery. Batt voltage is a nominal 7.5v. anything lower than 6.25v and the low battery beep starts. A rapid beep, and no red led blinking, an error in the transmit freq.
