Question about Dishwashers
That sounds like the motor trying to start but being jammed it is shutting off via an internal breaker. Check for something in the bootom of dishwasher that might have gotten down there that could do this. You might have to take the sprayer off and some things below that.

When the dishwasher fills then it means that the control and the water inlet valve are fine, try to hear a different sound like a hum/buzz/click sound. If it is like a hum sound from the bottom panel then it indicates that the motor is bad and needs replacement and if the hum/click comes from the control then it is the timer that is bad and needs replacement.
