No display & blink power led

This sounds like a power supply issue. Are the fans in the system plugged into the board? If so, are they kicking on and off at the same time at the power light? Make sure you have a good working PSU and tried that in place of the one you are using.
If that doesn't work, start removing parts until you have just the motherboard and the case speaker plugged in (plus your power button of course). Once you have removed the faulty device, you should start getting a beep code from the motherboard. If you put a known good part back in and it does it again, then the slot on the board that the part seats into is bad (IE: RAM slot if RAM replaced, etc) and you need a new motherboard.

Dell dimension 2400 blinking amber light

1. Remove All External Devices
2. Check the Computer's Power LED
3. If the power LED has not changed unplug the Power Cable From the Computer Disconnect All Hard Drive Power and Data Cables and power on the computer. If still no go.
4. Remove All PCI, PCI-E, and AGP Expansion Cards .
5. Remove All Memory From the Computer
6. Reseat the ATX and 12-Volt Connections . The ATX connector will be a 4 pin square connector connecting to the motherboard from the power supply and the 12-Volt Connection would be the biggest connector with a lot of colored wires.
7. If still no go.
8. Disconnect the Power Connection to the Chassis Fan
9. If the light still flashes then it could be a power supply or motherboard failure. Try a good know power supply first and if that does not fix the problem it is the motherboard. Also check the back of the tower for 4 lights lables ABCD or 1234.

I tried several different cards but no luck. Cards work ok on other computers.

5V Stand-By Indicator LED
The power supply will always supply a 5V standby voltage to your
motherboard so that it can power on via for example Wake On Lan
technology. This LED shows that your power supply is supplying
this standby voltage to your motherboard.n :D

You may need to replace your power supply, if the LED is flashing, it's not supplying the power the motherboard needs.
