Not the fuel octaine. Is the fuel properly mixed according to the manufacturers recommendation? Is it fresh? Pull smartly on the starter.
Remove the plug ... is it fouled? Unless it is new ... I would say replace it. Is the on off switch in the proper position? Are you holding the throttle control open while you try to start it? If all else fails, try a little start fluid ... emphasis on LITTLE.
get a can of carbeurator cleaning spray. get a helper and as one of you runs the thing, the other will give it short bursts of carb cleaning spray right into the air intake, leave the filter off while you do this.
