Try this.

Go to start - control panel - administrative tools - computer management - disk management - then right click on the drive letter you want to change, this will be a multi step process, due to you cannot assign a drive letter that is already in use. You will have to assign drive "D" to "Z" Then Change drive "C" to "D" then change drive "Z" to "C"

I hope this helps you out.

Wont start emachine t3646

The hard drive may be failing, or just the OS or hard drive corrupted. You could try this... Pull the hard drive out, and use a USB Hard Drive Adapter to connect the hard drive to a friend's computer, and save all the personal files (documents, pictures, etc.) you can to a folder on the friend's computer or an external hard drive.
Then, you could try to do a Factory Restore on the computer, and if that works, copy your personal files back to your newly restored computer.

Forgot to save password for w3650 emachines now i am locked out

The only way I know how to reverse a password that you have forgotten on Windows Vista)

This way is to boot from the Windows Vista Home Premium DVD-ROM drive and then run the system restore utility off the disc. You can revert back to a time when you did not have the password but this will erase any programs you have installed up to the date you forgot it.

Emachine shut down

No, it's just the USB ports that are still being powered.
Totally normal in most new computers. Same thing with the PS2 ports.
There are jumpers on the motherboard that can change this if you really want. It's designed like that to keep things like you have powered for when you do turn it on and need them.
