I don't know why the column L2 on my calculator became L3. How can I make it back to L2?

Your L2 list did not become L3, you just deleted it. To restore a deleted list (NOT ITS CONTENTS), press the [STAT] button, then, press the number to the left of SetUpEditor and finish with the [ENTER] command.

How do i restore L1 and L2 in "edit" if i deleted them?

So you have deleted the L1,L2 lists. Well their contents are lost and the lists are no longer there to be filled. Right?
Have no fear, they can be restored (without your valuable data).

Press [STAT]. The Stat editor screen display 5 sub-menus.
Select [5:SetUpEditor] and press [ENTER].
Press [STAT][1:Edit] and you now see L1, and L2, and the lists you did not delete.
Enter your data again in L1 and L2.

I have a TI-83 and I need to delete programs. How do I do that?

Start with 2ND [MEM]. Select Mem Mgmt/Del... Select either All or Prgm.
Use Up and Down to navigate the list, and press Del to delete the current item. There will not be a confirmation request, so be careful. Once you delete something, it's gone.
