I have a Toshiba Satellite M45-S359,and about a year after i bought it, the laptop would not turn on with power cord or battery, no lights, nothing. I took it to a computer store and they tell me that the motherboard needs replaced. Is this the correct answer?

It is a possibility that the motherboard has blown, as a PC technician i would also check other possibilities first before condemning it.
The components to check are the power adapters, both on the power supply and the adapter socket on the laptop, check that the pin is not loose or gone completely, if its very loose or missing then you have your answer and it can be repaired.
Also have the PB (power board) checked, it could also be that.
You can check the pin yourself but a technician will have to check the PB.

It could be the motherboard as it is what is powered initially and distributes power to all other parts.
such a problem can only be diagnosed by checking physically but if you are asking whether a motherboard can be the cause, then yes it can
