Extremely slow to boot after PS burnout

yep right were I was going to head. The post will pick up failed memory, but not all bad memory is failed. You might toss those in another machine and run a memory test on the to see what it comes up with, even though we know they are bad.

After a city power outage, when I boot up my PC with a ABIT-AG8 motherboard, I get two short alarm sounds and then the PC shuts down again.

It's HIGHLY likely that your power supply has bit the dust. Replacement power supplies range from $25-$200 (depending upon the wattage and number of outputs). Replacing them is fairly easy and instructional videoes on YouTube are likely numerous. It would take a fairly skilled person less than 20 minutes to change one. If you need further assistance with this let me know.

After formatting may computer, how long will it take to install my new Operating system?

The time taken for installation depends upon the Operating system being installed and physical memory and other hardware configuration available on your system.
With 1GB RAM and Core2Duo, Vista/Windows 7 may take approximately 45-60 minutes.
This time reduces slowly with enhanced configuration.
For example this time reduces to around 35-40 minutes on a core-i5 CPU with 3GB RAM.
So, it is evident that it takes around or even less than an hour to install windows.
For the above configurations, Linux based OS (like Ubuntu 10.04 LTS ) would take around 30 minutes or even lesser.

You need to reset bios.
Open cpu cabinet and pull cmos cell from motherbord chipset for 15 minutes then all settings are factory defaults.
Aslo you can reset settings with jumper settings .

Cmos configuration not available by pressing del upon loading

Try to reset the CMOS settings by removing the CMOS battery and leaving it on that state for 5 to 10 minutes then places it back or if your familiar with the CMOS jumpers on the motherboard it is a more effective of resetting it. Give it a try and see if you will be able to access the BIOS setup again.

David i take it you mean you played with the bios screen ?

if so you can remove the power cord then open the side of the computer and remove the bios battery (big silver watch type battery on the mother board) leave it for around 15 mins replace the battery then the power cord you will find an error screen when you switch on.

its normally f1 to load default settings and continue the boot
that should solve it
