Ex police car. 14.4 charge on battery when running. Starter replaced with new one. Battery excellent. Will only start with a boost. Clicking sound coming from engine compartment fuse box.
It is most likely the Antitheft for this reason; the Antitheft reduces Voltage within the closed system of your car. It is meant to reduce starter voltage to around 7 Volts so the starter does not spin or kicks out.
When you jump with a boost, it sends Voltage around the designed system and can allow you to restore Voltage back up to 12 Volts as long as the Boost is connected.
If this seems to be the problem, you may have something simple like a bad chipkey failing to send the proper code to the Antitheft box.
Next, if a Relay seems like it is clicking , take the covers off the Powerboxes and try to feel it with your fingers. You may have bad points in a Relay.
Thats all I can contribute at this point.
It sounds like you might have a problem on the starter relay. check the voltages going to and leaving it. It should drop no lower than 9.5 volts during start.

If the start is not grounded it will not turn over the motor check battery cables going to start. There are no reset switches .

Better solution;
This sounds like it might be a corroded fusible link. Not enough current is getting to the starter.
I assumed you cleaned the battery cable connectors.
Test to see if the headlights will shine bright. (They are on the other battery cable)
The fusible link is generally located in one of the two cables coming off the positive battery terminal. It's a fusible bar that melts at over current. Sometimes the contacts on each end will corrode and need to be cleaned. Trace the cable until you find it. It might actually be in a fuse link box. If so unplug and replug all and see what happens.

A FORD MACHANIC HAS TOLD ME THAT IN FACT THE KEY HAS TO BE RECODED. MY SITUATION IS EXACTLY THE SAME. HE SAID TO RECODE THE KEY I HAD TO TURN THE IGNITION TO THE RUN POSITION, THE SECURITY LIGHT ON THE DASH WILL FLASH RAPIDLY AND CONTINUE TO FLASH FOR 15 MINUTES . WITHIN FIVE MINUTES AFTER THE LIGHT STOPS FLASHING I MUST TURN OFF THE IGNITION FOR ONE SECOND AND TURN IMMEDIATLY BACK TO THE RUN POSITION FOR 15 MORE MINUTES. THE LIGHT WILL GO OFF AGAIN . WITHIN 5 MIN. I MUST TURN OFF THE IGNITION FOR ONE SECOND AND TURN BACK TU RUNNING POSITION. 15 MINUTES LATER REPEAT STEPS AGAIN AND THE KEY WILL BE REPROGRAMMED, AND STSRT THE CAR. If the starter is just clicking,then it is not,but if the starter is kicking the starter drive out,and that is the noise you are hearing then it might be,turn the crank pulley with a socket and ratchet ,clock wise,if it turns then this is not the problem,make sure the ground to the engine is good,if the ground cable has gone bad,this will happen.

Noticed ground wire was a little loose. Disconected, cleaned, re conected, starts every time. Thanks Marion.
