What do you mean by Format? An ACTUAL format?
Or do you mean you were doing a System Restore, or you were doing a Repair.

    System Restore is through Windows.

Repair, is done by inserting either the Full Installation disk, (Like a full installation CD disk of Windows XP), or by inserting into your optical drive, the Restoration CD disk. Either disk when you run it, comes to an option of either doing a Fresh Install, or a Repair.

Formatting a harddrive, is Wiping the harddrive clean!

NO Operating System. No saved personal documents. No downloaded programs or applications.
    Nada!

Hp pavilion dv2000 lights switch on but boot or

Hi

Thank you for your query

Please try the folowing

1) Remove ALL wires and then press and hold the power button in for approx 20 seconds

2) Plug everything back in and then rerty

This may sort the issue out however from what you are descrbing, if there is no boot or display it is highly likely the motherboard and/or the CPU is faulty

I would recommend that you book the PC into a reputable PC repair shop if the above does not work

If this has been useful please leave postive feedback/vote/testimonial - Thank You Again
