Sounds like you could possibly have a virus. Try to boot in safe mode and click on a link in a webpage see what happens. If it works in safe mode check what is starting in msconfig and disable the non-windows apps then try normal mode this would indicate that there is a program causing this issue. You can also check file associations with URLs, open any folder>tools>folder Options>file types check that URL is set to open with IE.
