I was vacuuming the steps, and it just turned off like the cord pulled out of the wall./...but the cord was still in. Almost like a fuse flipped off. Now it will not turn on at all.

Most likely your machine has a blockage, has overheated, and the thermal cutout has operated. This will reset itself when the machine cools, which can take an hour or more. Unfortunately Dysons tend to run hot anyway, so it doesn't take too much restriction of the airflow to cause this problem. Check for obstructions (including filter that may need washing) before anything else.
