You could try reinstalling the toolbar and then uninstalling it with a cleaner program such as Revo Unistaller (freeware).
Additionally you could sweep the system with anti-adware programs such as: SpyBot S&D, Ad-Aware, MalwareBytes...

Open Programs and Features by clicking the Start button , clicking Control Panel, clicking Programs, and then clicking Programs and Features.
In the left pane, click View installed updates.
Select Internet Explorer 8, and then click Uninstall. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
Follow the instructions on the screen to uninstall Internet Explorer 8.
When you're done, restart Windows.
