I have 2 media bays/docking stations for the DELL X-200. One media bay contains a Hitachi - LG DVD-ROM drive, the other contains a Samsung drive. Both play CDs, neither plays DVDs - the drive activates, LED blinks, the windows explorer search (flashlight) icon appears but nothing plays. Is this a driver issue or OS issue?. System is running XP

It shouldn't be a driver issue. DVD drives are natively supported by XP. What software do you have installed for playing DVD'? Windows Media Player 11 would be excellent, and it's free from Microsoft. PowerDVD and WinDVD are also good, but you have to buy them.

If you're tryng to format the HDD on a Dell latitude C400 (or install an OS), this thing will not boot to any USB devices (flash drives, pen drives, external USB cd-rom drives, etc.) - just ain't gonna happen since the BIOS doesn't support such boot devices. The only thing it'll boot to is (1) docking station, and (2) a Media Bay optical drive.
you were saying some? and not all the cds and dvds? it may be that those other discs are unreadable anymore caused by scratches, marks, or the like. if other discs can be read then the player is all good. also check what file format you are trying to play. it may also be that the file format you are playing is not compatible with the program you are using to play it with like windows media player, media classic, etc.
