Connect a phone with 4521 in the back side jack of phoneout,
for outgoing fax
place original in the adf or glass for fax
Press hookdial and dial your sending fax number in 4521 after number dialing pull the phone handset to ear when you leason fax tone from the dialing number press start button to send fax.
for incoming fax (in not automoated)
press hook dial and press start to receive

Dear Connect the telecom line to the socket marked LINE at the back side cover. Put the document on the platen glass or ADF face upward. Press OHD to get dial tone dial the required fax no. hear the call progress tone of fax press START key. Some model display 1sending 2receiving. Press 1 to send. Thanks.
I want to make sure I understand this completely. You get no dial tone from the fax machine when hooked up to VOIP. In the past, was there an audible dial tone from the fax, or did it just dial silently and give you an error if there was no tone?
When you said you got a dial tone by connecting a phone to the ext phone port of "the machine" did you mean the fax machine? If you get a dial tone by running a phone through the fax machine, then the line is good. I have used a fax machine over Sunrocket before they went defunct, which used the same technology base as Vonage - so it should work.
If you used to get an audible dial tone when using the fax, and no longer do, and you are geting a dial tone on a regular phone that is connected to the ext. port of the fax machine, then the problem has to be in the fax machine itself, not the VOIP.
If you can verify that, we can go from there.

I'm not sure if I can help you or not, but I do have a suggestion or 2, that may help isolate the problem. The solution I gave you initially, is the usual culprit for the situation you are experiencing. If the machine can "send", then "receiving" is not normally a problem, as long as the reception settings are correct. You said that "sending works fine"? Since you have multiple faxes, you might try swapping the locations, or at least try the Samsung in a known working environment, to see if it behaves the same. If it works on another line, then try the other fax on the "Samsung" line. That's all I have to suggest right now, but I'd be anxious to hear if there is any change.
Turn the machine round and make sure that you haven't fitted the telephone cable into the phone slot. if you have remove the cable from the machine and plug into the other slot that is usually indicated by a letter L. Once done this try the on hook dial and hopefully there will be a dial tone. If there is not then try a different telephone cable if still the same problem then unfortunately the modem card is faulty and will need replacing.
