When I try to go to User Agreements under Wii Settings, it tells me I need to have Wii Shop or WiiConnect24 in order to do this. Then it tells me the service is not being offered & to check my User Agreements???

To connect your DSi to the internet, you'll need access to a wireless network (from a wireless router, for example).
On
your DSI you'll want to navigate to System Settings > Internet (it's
on page 3) > Connection Settings. Select an empty connection to use
(it'll say "None"). Select the "Search for an Access Point" option;
it'll show you all available networks in range. Select yours and provide
any security key/password if needed.
