Re: top burnner will not turn off
That is going to be the switch. Robert shaw has a generic one 5500-200 for around $30 bucks. It has 5 legs L1,L2, H1,H2 and P Fairly simple to replace. Comes with directions. Has multiple mounting posibilitys and works with 6 or 8 inch burners.

That is food/grease buildup. Clean the holes. TURN OFF GAS to stove, then just clean the holes in the burners with a soft wire brush. Then turn gas back on and immediately relight pilot lights. If that sounds scary, call your gas company, they might come out and help.
There is no reset button. First, unplug the range, and plug it back in after 5 minutes. That MAY reset the control, if not, the control will need to be replaced. If the range is less than a year old, it should be covered by the factory warranty (unless it was purchased a Sears store).
You probably have a neutral return that is open. By turning on the stove top you are completing the path of return for the bake element. Work back from the element (unplug the oven first!!!) and check continuity back to the plug. Again, make sure you unplug the darn thing from the AC outlet!
Lift the ceramic top and look at the burnner to see if it is bad or not.
You only have to take 2 screws in the front of the ceramic top at the bottom, just open the oven door and look at the corners.
Don't forget to unplug the stove first
The control relay related to that burner is damaged. The only way to unplug the input power to that relay by openning the back side of the stove and unplug the relay commander to the specific burner.
At least you can use other burners until the service guy or ordered part arrives.
