MSOINTL.DLL (Microsoft Office 2003 component) is a component from the software Microsoft Office 2003 version 11.0.0 by Microsoft Corporation. MSOINTL.DLL version 11.0.0 has a file size of 1,749,192 bytes, and is most commonly found under the directory "1033" with a creation date of August 26, 2004. This is not a known spyware, adware, or trojan component.Try this first Temporarily disable Anti-virus and spyware blockers.remember to turn off internet connection first!!
Insert Office 2007 install CD.
When the menu appears, select Repair.

If the issue remains after that, it may require a clean uninstall and reinstall. Remember that documents you create in Word or Excel are saved in a Documents folder within your profile and not in the program's directory within Program Files. or as you have already done a re-install,

try to download the missing file Please visit following link to download msointl.dll file on your computer:

Excel workbook error

I came across this issue today. An update to the Office Compatibility Pack that was still on a computer caused the default PROGRAM for .docx and .xlsx files to be the Microsoft Open XML Converter program and make the "Default Programs" in Control Panel think that Excel and Word were actually the Microsoft Open XML Converter scholarship essay writing assistance program as well.UNINSTALLING the Office Compatibility Pack in Programs and Features and then a simple reboot fixed the issue.
Also:
1: Try to repair it manually when MS Excel does not automatically STARTS File recovery mode.
Click the Microsoft Office Button, and then click OPEN.
Now select the corrupted workbook that you want to open.
Click the arrow NEXT to the Open button, and then click Open and Repair.
Choose either Repair (to recover as much of the FILE data) or Extract data (to extract values and formula when repair process is not successful).
2: Open with Open Office: Try to open your Excel file in Open Office. It is an open-source Office suite that is able to open & SAVE Microsoft Excel files.
3: Save in HTML Format: Open your Excel file and save it in HTML format. By saving the workbook in HTML format, you may be able to filter out the corrupted elements.
4: Save in SYLK Format: Open your Excel file and save it in SYLK format. By saving the workbook in SYLK format, you may be able to filter out the corrupted elements.
5: Try 3rd party software like Excel Repair Toolbox

No longer able to access saved Excel files after installing Mountain Lion on my Mac!

These ares more of a work around, but you can get a top notch open source free word processor at OpenOffice.org. Fully compatible with Microsoft.

Or, if you have a MS SkyDrive account. It will open MS Office docs that are uploads and stored there. This the new MS office will be intergrated. Clo

Generally  this error occurs because you have deleted your word.exe & excel.exe files to confirm of deletion of these application file you can check by following pathway.  If they are not there means you should restore deleted file from Recycle Bin.

      "C:\Program Files\Microsoft Office\OFFICE11
If the file are not available in Recycle Bin then you should reinstall M.S. Office Application.
