Even if you manage to rebuild your database, you can't import the data into the windows outlook. Although both versions look the same, they use different database structures. just renaming the data file, only will destroy it, when you try to open it.
just Google for outlook data structure 2010 2011 and read what wikipedia has to say on this.
It will take an expert, to help you with this.

Just use Read flash option. After reading complete, SagemEG will show you phone code. If not success, there is another option to get code - sent flash.bin to Support@SagDD.com.

I guess when you say database thats what you mean and not schema . the terms of database and schema are different from one db to another .
Usually you don't create database from vb or other language, although i guess you can do that .
follow the commnds in the folowing link you just have to embed them in your vb code .

Steps in saving file in excel to database


severals solution :
- save file as text separated by comma and use sqloader from oracle
- use function in excel to concatenate insert order : "insert into TABLE_NAME (field1,...,fieldn) values (A1,B1,...,??n);". Save file as text with sql extension. Connect against roacle db and execute file previously saved.
- use ODBC from MicroSoft
