Replacing the back light?

Are you sure that is the problem?

I didn't see any display with a broken back light. It's more likely the inverter driver is the issue. A back light is assembled with the display and it's really difficult to replace it.

My E172FP went out and the monitor on/off light is blinking green.

It had shorted out transistors in the inverter circuits, that will be the first palce to look.
If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). Power light comes on but screen will knot light up

shine a torch onto the screen when it is running. if you can see the images then your backlight has gone and you need to replace.

NO BACKLITE

You might have a problem with inverter board in your LCD monitor.
Defective back-light bulb can cause that problem to. Usually you would see some discoloration in the area of your bulb.

Dell E172FP 17 monitor keeps blinking

That sounds like the backlight inverter board. Check ebay for the board or a repair kit for it.
