How to get to system restore on Windows 10 with no boot screen

Try booting in Safe Mode (See: https://support.microsoft.com/en-us/help/12376/windows-10-start-your-pc-in-safe-mode). This should bypass problematic programs and drivers. Alternatively, if you have a Windows 10 CD, you can boot with it and choose the option to repair which will allow you to select restore points.

Keep in mind that if you have a failing hard drive or another significant hardware problem, making software changes, like repairing Windows won't fix it. The part needs to be replaced.

I hope this helps.

Goes from clear to fuzzy when playing movie

You are probably on a website streaming a show or movie. Most sites default the screen resolution to "AUTO" setting. This means that the application monitors the data rate and buffering and will automatically reduce or increase the resolution to prevent the video from stalling do to buffer overruns. This can happen in you have a slow internet connection but are trying to view HD files, or if there is heavy traffic on your ISP LAN (Cable Internet Systems). You can stop this by choosing the resolution you desire, but you may find that you will then have choppy, delay-ridden playback.

Adobe flashplayer makes buffering downstreaming videos on mediapl

buffering is a normal process..
it depends upon the size/content or connection speed..

In computing, a buffer is a region of memory used to temporarily hold data while it is being moved from one place to another. Typically, the data is stored in a buffer as it is retrieved from an input device (such as a keyboard) or just before it is sent to an output device (such as a printer). However, a buffer may be used when moving data between processes within a computer. This is comparable to buffers in telecommunication. Buffers can be implemented in either hardware or software, but the vast majority of buffers are implemented in software. Buffers are typically used when there is a difference between the rate at which data is received and the rate at which it can be processed, or in the case that these rates are variable

A buffer is a place to store data. You have a buffer overrun when to much data is sent to that place. It is used a lot by people who write virus programs and try to start a virus. It would be a good idea to check your entire drive for virus. The above link explains the same thing.
