One of the common problems with the Savvy models is the upper handle switch. However if it is newer, you may also have an issue with the lower cable. To test it, turn on switch in carpet mode, and at the bottom rear, wiggle thr exposed black cable. if the roller starts and stops then it is bad and needs replacement. the cost of the part is about $10 but labor intensive to replace.

Brush will not turn and machine has stop self-propelling forward.

Two things to check out. 1- Any broken belts that need to be replaced? 2- Brush is frozen and needs to be removed, cleaned and lubricated and reassembled.
My guess is there is a problem with the belts.

This is a parts schematic for your hoover savvy. You have to take off the brush guard on the bottom and also the cover on top (there is a screw under the round hoover logo). You will then see how the belt is attached. Very easy to do. Hope this helps

Hoover US8174-900 Savvy Bagless

It uses a cogged belt, turn it over, remove the bottom plate, remove the other screws from the bottom, turn vac back over and remove the Hoover emblem, there is a screw there to remove and the top comes off, then you can get to and replace the belt.
