In cases like this, you have no alternative but to format the hard disk and install Windows again. You need your Windows installation CD and product installation code. After installing Windows and the Service packs, plus the computer's device drivers, then activate Windows, and install your programs.
If the windows wont load then it is corrupted. If you have a Windows CD Installer then run this and repair the operating system. In order to run your cd installer, you will need to set on the cmos that cd rom is the first booting device. Reboot your pc and hit any key to run the windows setup.. When prompted, press F8 to accept the agreement. On the process of selecting previous windows operating system... select repair by pressing "R" then continue the setup. You will also be asked to input serial key so be prepared to have it. Good luck

In safe mode
Go to start / run / type in msconfig / enter, click on blind that says startup / select all programmes EXCEPT your antivirus and any others you want but keep it basically at only the antivirus. Restart PC as requested, when it reboots a box with explaination of what you have just done will appear, TICK that box in lower left. Should fix problem. By ticking nearly all the apps will not affect the way the pc runs but will startup much faster, If you want to enable a startup rpogramme ie google toolbar, simply go back into msconfig, find it and tick box.
If still no go you probably have a registry error.
Good day sir/maam, if the driver does't finish loading, means that the CD or the CD drive is the culprit. try to use the CD on another PC. copy the files to a flash drive (just make sure you get a good copy). then bring the copy to your PC. load the driver again.
If still wont load. problem with the XP, reinstall your XP again. scan your files with antivirus and also all your flash drives. Reinstall your driver. just make sure your PC is virus free.
Knight, as i have understood when you reinstall windows XP, it can't load photo express. This is probably because you had installed Photo express in your the same drive you had installed your windows. When you reinstall windows that drive is completely formatted and thats why it can't load the software.
Make sure you install photo express in some other drive. You can also rip the setup on a dvd so that you could reinstall it when your window crashes. For window crash, you might like to use an antivirus software like Avast.
