You need to check the 12 or 24v source coming from the power supply to the inverter board, that's the board usually to the left and rather tall. Get your meter set, then turn the set on and see what happens, if the voltage comes up and then shuts down, you'll need to pull the plug for the inverter and measure the voltage again. If it stays up you have a bad converter board, if not then it's in the power supply, that's good old fashion trouble shooting from there on.

Insignia tv no picture and sound until it warms up

it only takes one bad or slightly bad cap to cause this, back a bit, caps that have a problem will begin to regain some capacitance after they get hot------does this sound familiar?

just id the cap and replace it and look for any others even slightly puffy.

When tv turned on it only has gray , black and white bars.

Sounds like burst caps in the power supply. If that is the case, replacing the vented caps (burst tops) should restore the set to normal operation.

No sound

I would be naturally curious of the no sound symptom but the no blue light makes this puzzle even more of a challenge.
This unit has some VERY poor power supplies in them, in particular three caps E919,E920 & E921 (680uf/35v) usually fail causing a complete dead condition. But there are also a total of 16 caps in various areas of the supply handling low voltage sources for various other areas of the TV and it would be my suspicion that one or more of those has failed and you might not be too far from a complete failure of the supply when the main three 680uf caps finally short. At least I'd start there...
One other thing has me suspecting the supply. Both the blue light and the audio circuit depend of the +12v source. It's the first area of the supply I'd begin with in a trace.
Hope this helps.

No Picture, Power LED goes from Blue to Red

It sounds like the red LED is signifying a fault. Check your manual (or ring the manufacturer's support line) to find out what the red LED means. If it does in fact signify a fault, file a fault with the manufacturer and return it to them under warranty (if you still have it).
