you will have to reinstall the drivers and the sofware in your Dell. I think since the touch pad is not working if you use the cursor keys and proceed to the control panel and try to restore the laptop, then if this will reset to an earlier date, then it will solve the issue.

Hi, IF you are referring to the external mouse attched to your laptop then please check the same mouse with some other systm to verify if the issue is with the mouse or with the laptop. if the mouse is working fine with other system, then you need to contact the service provider of your laptop. Otherwise you have to buy a new mouse.
If you are referring to the touch pad of your laptop not functioning properly, then please check the touch pad settings through control panel. otherwise please shut down the laptop. Take out the baterry out & wait for atleast 1-2 minutes. Reinsert the Battery in the laptop & reboot the laptop. Check if the mouse is working fine or not.
If the problem with the laptop still persist, please contact your laptop service provider for further support.

Try disconnecting the Mouse Receiver from the
USB port and reinstall the CD software program. When
the program asks you to connect the MouseReceiver to the USB
port, do so and it should work.

Do you still have the dell diagnostics cd and the drivers and utilities disk, you can press f12 and boot to the cd and then run the diagnostics, if not its either your cable is not connected anymore and you need to reseat the cable, you can follow these instructions http://support.dell.com/support/edocs/systems/ins6400/en/sm/keyboard.htm#wp1111863 or http://tinyurl.com/fq6m5 if after reseatting the keyboard and still it wont work then you need to purchase a keyboard for your system.
