If you haven't done anything to the machine and it powered on with this message then the firmware has gotten corrupted. You will need to have a service tech come or take it to a Canon dealership to have the machine flashed so it will come back to ready.
Can only be done by Canon certified tech, files aren't avail to public, sorry

- check the connector of the fixing film sensor.
- replace the fixing film sensor.
- check that the fixing film is not broken or out of place

Your machine appears to think it's waiting for a file (like an update). Somehow it was put into download mode (only a canon tech would know how to). You need to have a canon technician to either reset the machine or if there is a legitimate problem put it into factory default.
It may be a hard drive error from my experience.

the ir 2016 J cant be used as a printer without network function wich is optional. USB port is only for system software upload on these model.
