There has been no need for a Turbo LED for at least 8 years and probably closer to 10 years. Turbo LEDs were primarily used with the old 386 and 486 computers dating back to 92-96 and even a bit earlier then that.
865GV is a chipset number, not a motherboard model #. Many different companies produced motherboards based on the 865GV chipset and that information alone is BY FAR NOT ENOUGH information for us to work with in determining exactly which motherboard you are dealing with.
There should be a motherboard model # printed on the motherboard somewhere, might be hard to see, but if you can't find one, the chances are you are using one of the cheapest low-end motherboards made and the stituation will only get worse from there.

What is a Southbridge chip, and what does it do?

Primer:

The motherboard chipset is the Northbridge and Southbridge chips.

(For your motherboard's technology. Motherboards that support the Intel Core i3. i5. i7, and i9 processors, do not use a Northbridge chip)

The designations Northbridge and Southbridge, were applied to the two chips, due to their placing on the motherboard.

If you look at the motherboard as a map, the Processor is due North.
The Northbridge chip is always mounted close to the processor's socket.
Usually has a finned Heatsink sitting on it.

The Southbridge chip sits more South, or towards the bottom of the motherboard.

The Northbridge chip handles the faster capabilities of the computer.
Handles the Processor, Ram Memory, and HIGH-speed graphics.

Using a graphics card in a PCI slot, or using Integrated Graphics that is connected to the PCI Bus, is NOT high-speed graphics.

High-speed graphics is either AGP (Accelerated Graphics Port), or PCI-Express.

The Southbridge chip handles the slower capabilities of a computer.
Handles a graphics card inserted into a PCI slot, or Integrated Graphics connected to the PCI bus.

Also handles the;
A) IDE bus
B) SATA bus
C) USB bus
D) Ethernet
E) Audio (Sound)

This is why people cannot call a personal computer a CPU.
If you were looking at this diagram, you would be ALL mixed up.

The Asus Rampage III Extreme motherboard, DOES NOT use a wimpy Intel ICH2 southbridge chip, so I know this isn't the motherboard you are referring to.
(Uses an Intel ICH10R. Part number Intel 82801JR)

So there you have it. Your Southbridge chip is overheating.
What to do about it?

Put a Heatsink on it for passive cooling. Better yet put a small fan on the Heatsink, and make the cooling better. (Dynamic cooling)

Doesn't matter if you have an Intel Pentium D processor.

What does matter is what Southbridge chip is on the motherboard. It handles the audio (Integrated Audio) of the motherboard.

If this motherboard is an Intel D945GCCR model, here is the driver download page from Intel Support,

Intel has an automatic update and detect drivers feature.
I would suggest using it.

(The digital signature has been verified, so click on RUN.

I would have clicked on RUN anyway. It is INTEL, sheesh!)

[ Southbridge Chip:

The Southbridge chip is part of the motherboard chipset.
The Northbridge chip, and the Southbridge chip.

{Does not apply to motherboards supporting Intel Core i3, i5, i7, and i9 processors. Different technology is used }

The Northbridge chip was so aptly named because if a motherboard were a map, the Northbridge chip would be setting to the 'North'.
{It's located immediately south of the Processor, under an aluminum heatsink}

The Northbridge handles the faster capabilities of the computer.
The Processor, Ram Memory, and High-speed graphics.

High-speed graphics being AGP, or PCI-Express.
A graphics card inserted into a white PCI slot, or Integrated Graphics on the motherboard, is Not high-speed graphics.

The Southbridge chip handles the slower capabilities of the computer.
Audio falls into this category.

The Intel D945GGCR motherboard uses a;

A) Intel 945GC Express chipset GMCH for the Northbridge chip.

(Intel 82945GC. There is an aluminum finned heatsink sitting on top of this chipset.
Looks like a meat tenderizer.
If it wasn't you would see Intel i945GC - 82945GC )

B) Intel 82801GB for the Southbridge chip.

(ICH7 - 82801GB. This part number you can see. No heatsink)

C) RealTek ALC883 audio

I think you need to look more closesly at the motherboard for the motherboard model. I believe the number you have is for the chipset which is just one part of the motherboard.
Once you have the manufacturer and correct model number you should visit their web site to look for a motherboard manual.

Take a close look at your motherboard.
One of the ICs (Integrated Circuits) chips on your motherboard is the "integrated audio adapter". It probably is labelled 'AC97'.

In an original motherboard, the entire product is manufactured by Intel, i.e. the circuit board and the ICs (integrated circuits) which are on it. Whereas, when we talk of a `chip set' it means some other company, for instance Mercury or D-Link, has designed and made the circuit board but has used the chipset provided by Intel.
When we refer to a `chipset" it is a set of ICs that primarily controls the processor, memory and other main functionalities. However, the third-party company that has designed the circuit board can use other company chips for audio and other communication peripherals. The major point to note here is the design of the mainboard. A good design should provide a good air flow and a perfect selection of peripheral and communication chips to have optimal performance.
Buying a chipset board is always a compromise. However, third-party companies, like the ones mentioned above, do make some good boards that are cost-effective and reliable too
