My pen drive is 1gb it show's 8mb

What type of storage devices are you trying to format, a camera/phone memory card or computer USB flash drive?
Honestly, the related memory card or flash drive unable to complete format error problems happen to users due to drive or card corruption, virus infection, write protected issues and more.
And, in your case, you'd better firstly remove the write protection and then, see whether it could be formatted in Disk Management.

If capacity changes, there must be something wrong with the memory chip. then you can't format it by common solution.
try formatting it with Command Prompt or professional tool.
btw, if no method can help you, then you'll have to buy a new pen drive.
