If the mower is reving up and down it sounds like a carb issue it most likely needs rebuilt and adjusted I would also change the air filter on it after you get it repaired to help keep the carb clean.

How to adjust the governor on a victa v40 engine

hi.....the very back of the carby has a round cover that clicks onto the carby body , one would remove the back cover with a flat screw driver and twisting it to pry the back cover off.the cover has a black hose/tube connected to the engine casing , near the air filter snorkel. just at the bottom end of the cast black engine block..with the hose connected will created vacuum from the engine flywheel spinning to suck air creating negative vacuum pressure,(like a venturey effect) inside the end cover when fitted to the carby...the vacuum will fight against the spring which sits on a round steel / clip on washer, and holds the rubber diaphragm in place...note....the diaphragm needs to be sealed and has to be in good order/no holes or ripps as the engine will reve up there will be an air-leak if its not sealed inside(must hold vacuum) , this is what the end cap will seal when you snap it back on to the carby body( check that the end cap does not have cracks in it)...dont forget to refit the spring...and make sure the hose is also connected to the cranck case.... the way to check if it holds vacuum, you could suck on the hose and you should have it seal air in... like sucking on a bottle..when its all in good working order....the diaphragm will be pulled in ,with vacuum, which is connected to a plastic poppet valve in the centre of the diaghram ,and will close the carby air way slowing the engine reves to about 3500rpm. on full run position on you control ....hope it makes sense...good luck....thare are a few other parts that are important that could also create high reves in a 2-stroke victa engine... but check the carby 1st...cheers

With the screw all the way in unscrew it 1 and a half turns start it and adjust in or out at full speed to get the best running. Their might be a screw on the throttle for idle speed,

Hi your governor spring is probably broken, it connects the throttle plate to the throttle shaft assembly. regards Phil

My Honda Lawnmower engine is reving up and down. Tried adjusting the pilot and high speed but still reving up and down. Cleaned up air cleaner etc. Was working bang on one day and the next day went to use...

I think your mower has a blade clutch. If so, does it surge when the blade is engaged or only when disengaged? Either way it usually means there is some sort of debris in the carburetor. If it is surging with the blade disengaged, that is usually an indication of excessive wear in the carb and I would recommend to replace the carb. Otherwise, it can be cleaned.

Did you buy this mower from a dealer and built up and checked over or did you buy it in a box and put it together yourself? i suspect you probably bought it in a box and put it together yourself as it sounds as though the engine isnt reving high enough. Briggs and stratton engines are well known to come out of the box with the engines reving much lower than they should be. you will need to check and adjust the high speed engine revs to approx 2900-3100 rpm

be careful, if the engine over revs it may just explode. These engines are very picky if over sped and easily blow up.
Your problem may be a broken throttle control rod, have look at that first. If the control rods are fine and in place it could be the fly wheel governor is worn out.
