Two methods available to you.
Press F12 function key as you power up the laptop and you will be able to select a boot device - select the CD drive.
or
Go to the BIOS setup and change the boot order and make the CD/DVD the first boot device. After you install Windows you can change it back again to the hard drive as the first boot device. You don't need to change the order if you wish, it will still boot from the hard drive when it sees there is no boot disk in the CD/DVD drive.

You can configure it on the bios settings of the unit itself (possibly F2 or F11)
Then go to boot sequence then look for the removable device.
Then save your settings and restart your laptop. It should be working now.

I am trying to reinstall operating system but do not read the dvd's after creating the partition

There are things we need to isolate.

Try first to test the DVD ROM using a Drivers Utility CD came with your computer.

Try booting to this CD to check if the DVD ROM still works.

Try to run but not install the OSCD to a different computer, just to check if the OSCD is readable.

If your DVDROM reads media try again the installation of OS booting to DVD ROM thru F12.
But before that I would like to know if your laptop has more than 1GB RAM? If yes try installing OS again with 1GB RAM installed. You need to remove the other RAM.

Thanks!

HOW TO INSTALL A CD DRIVE IN A DELL 511 LAPTOP

Turn off power, remove battery pack, remove all screws on the laptop casing, then pull apart.
Slowly pull cd rom cable attachments straight out. Make sure you do not bend the pins. Then insert new rom drive, then put pc back together, boot and install cd rom drivers.

Dell inspiron 1545 problem on installation, problem

1. boot to cd/dvd rom using the dell resource drivers utilities. you need to test the dvd drive if it is working, if yes, we might have 2 problems it might be the dvd installer or the hdd. run a test for the hdd to isolate the issue or you can try to run the installer to a diff computer to test if dvd installer is not faulty.

Cd/dvd rom not working

go into device manager and see if your drive is listed or has an exclamation point beside it.if you dont know how to open device manger go to start menu and click help and search device manager.if there is an exclamation point ! click it and it will tell you the problem.you may need to download a new driver or reinstall the old driver. the only other possibility is the drive is dead :(
