Question about Insignia IS-LCDTV32 32 in. Television
26" Insignia LCD Tv will not power up. Green light comes on and blinks one time about every ten seconds or so. Is this a power supply issue or something else?
If the TV goes in standby, then it is in protection mode.
Ensure also that the fault is not coming from a faulty receiver box sending
bad signal, check if you get same problem on DVD with no receiver box
Try first leaving the TV power cord unplugged for some times, let say one hour or so.
The flashing light indicates a diagnostic state called protection.
When the TV goes on protection there are only two possible causes.
1The internal circuits are jammed because of electrostatic charges accumulating on capacitors, or because of a wrong voltage read by the main chip on your monitor controller board. this started the protection circuit.
2 The protection circuit detected a wrong voltage or abroken contact, identified an internal fault and kicked in , starting the flashing light.
If you are in situation one, then the TV will reset just unplugging power cord for one or two hours, sometimes even minutes.
If you are in situation 2 , then there is an internal fault.
If under warranty contact the manufacturer ringing the number on the user manual

On LCD Pay particular attention at inverter and power board, power board can be inspected looking for bulged or leaking capacitors, then tested with a multimeter. The inverter is more difficult to test , there is need to read voltages, should be done by a tech. Also the LCD controller board can cause same problem
On Plasma, test Sustain (Ysus/Zsus) / Buffer boards , cables to plasma, digital board and power board.
On Rear Projection : check lamp, lamp ballast, power board, and convergence.
On CRT TVs, check ballast , flyback transformer, CRT, Tuner, Convergence.

Try calling this number for Insignia technical service help : 1-877-467-4289. The shocks are from static electricity discharges that can come from the person to the television or the television to the person. Static electricity will build up on the chassie of the television and discharge to a ground source. In this case the person touching the television, If you live in an area with lots of static electricity you should check the television before touching it by waving your hand around the chassie and see if it raises the hair on your arm or you feel a **** sensation as you move your hand around the television. If any fo these things occur you should use rubber gloves to turn off the controls. Do not touch the television for awhile and check it again for the same sensations, if they are gone then it is safe to touch the television. The problem with static discharges is that they overload the input circuits and can cause severe damage to the switchboard and other circuits inline with switches. The source of the electricity can be caused by bad wiring and loose gound connections in your hook-ups or the cable connections. This all should be tested and repaired. If you live in a house with deep carpeting, you are going to have a problem with this static electricity build-up as you move accross the carpet. Also it will affect the electronics in your house due to random discharges caused by something grounding the charge.Try wearing rubber soul shoes and slippers to isolate yourself from the electric build-up in such situations. It will be hard to determine the damage done by such a discharge so it is best to have the unit checked out by a service center. If you are under warranty try to have them service it for you. Warning they may not cover this kind of damage. So you amy want to tell them that you could not run on your televison after using it the last time.Giving no explanation for the problem. Let them find the problem for you.If not under warranty you will have to try to find a service center to look at the unit for you and see how much damage was done. You dcan find parts for this unit at this telephone number: 1-888-237-8289. You can all so use the Best Buy parts website and put in the model of you television and it will find all available parts and prices for you. Just google it. To be safe you should check all the wiring in you set-up for proper grounding and hopefully find the cause for this problem. Hope this helps you with you problem.
