Question about Western Digital imicro IM35ST320SI 3.5 IDE HDD External Enclosure and WD250G SATA Hard Drive
If this is the only hard drive in the machine load the disk while you are loading up the machine. You may have to change your boot order in the BIOS to having cdrom be the first boor device. To get into the BIOS you usually press either f2 or delete while the computer is starting. This should load it's drivers and then you can insert a windows or other operating system disk to install that. If you would like you can also install windows and then press f2 when it asks if you would like to install third party drivers.
If you are installing this drive as a second drive go to control panel and then add hardware. Make sure the disk is in the drive and then let the add hardware applet search for the drive and install the drivers and you should be good to go.

since you have been connecting another hard drive and plugging the leads in/out
One bad lead can cause a computer to continue on a cycle or to shutdown or fail to detect your hard drive
Test all leads that attach to your hard drive including electrical extensions,IDE,SATA
the leads from your motherboard to your hard drive make sure they have a secure connection
i would also suggest you buy another PSU power supply unit preferably a heavy duty one with plenty of wattage when you add more devices ram, hard drives,cd/dvd recorders it drains more power from the power supply unit placing more strain on your computers PSU
and are not faulty or just replace them there probably old and faulty

The next step is connecting the power supply. The power supply has one 20-pin connector and your motherboard can have an extra 4-pin connector called ATX12V, which should also be installed (not all motherboards have this extra connector). You may need to lift the motherboard in a 45º angle with the table you are using to assemble your PC, since usually the wires from the power supply aren't long enough to reach the motherboard while it is on the table outside the case.
