Your washer needs a new fill valve. The cold side isn't turning off completely. The part number you need is Whirlpool 285805, and it's available online from several sources ($20 to $30) and through appliance parts stores (check your yellow pages). Replacement isn't difficult although it involves removing the cabinet. You can save a good bit of money if you're willing to do it yourself.

Here's a good illustrated article showing what you typically need to do. Your machine may not be exactly like the one shown, but the general steps for a Whirlpool (Kenmore) will be the same.

Kenmore 80 series Model 110.28812790 - water leak inside tub

It's quite possible. First see the Sears parts list for your washer with diagrams of all major parts.

http://www.searspartsdirect.com/partsdirect/getModel!retrieve.pd?modelNumber=+110.28812790&pathTaken=partSearch

Then see the Whirlpool / Kenmore Service manual for these washers and check the troubleshooting section.

Water continously drips from somewhere under console into the tub

This assumes that you have a basic Kenmore / Whirlpool top load, direct drive, neutral drain (it doesn't spin until the pump removes most of the water) machine.

First, see the Sears parts site for your washer:
http://www.searspartsdirect.com/partsdirect/index.action

Enter your model number (###.######) and you'll see a list of major sub-components with diagrams and parts.

Look at the components for the Rear Panel. It could be that your "Inlet Valve" is worn.

See the following for how to remove the cabinet:

And a diagram of the console with the inlet valve.

you need a new fill valve, even if you ulplug the washer does it still drip? If yes then you do need a new fill valve. Just turn water off at the wall so your machine don't overfill.

Kenmore HE3t water fills by itself! with door open too! doesnt always drain fully

If you tip the machine back at an angle, you should see a clear plastic sausage shaped thing with a plastic tube coming from it, you will need to remove the plastic thig (pressure vessl) and clean it out.
