HP has a utility called the HP Print and Scan Doctor that helps diagnose common issues. "Can't print" could be anything. This tool will help check for common issues. Providing the Win 7 version. I had the same problem. Click Start, Windows Photo Gallery, from that screen, you can select import from scanner. The 1200 series printer should be a choice to select. You are then able to preview the image or document, then press scan. I found this out through the HP support website.
I got it to scan. I found this by the grace of God. I have the same problem with the print cartridges. But I was attemting to get into my camera. I went to the 'My computer' Icon on Windows XP. Under that part of the file system, I have the "HP PSC 1600 series" icon under the scanners and printers. I double clicked this, and it allowed me to scan an image.
