USB ports not working properly

The Foxconn P9657AA-8EKRS2H motherboard has a LGA 775 Socket. It will support Intel Core 2 Quad, Core 2 Extreme, and Core 2 Duo processors with an FSB of 1066 (800MHz). Thus is should support the dual core 775 processors. (Some Pentium 4, Pentium D and Celeron D CPUs may also be compatible with the board.)

ok, here goes

pin 1 is vcc1 (red in my case)
pin 2 is data -1 (white)
pin 3 is data +2 (green)
pin 4 is ground (Black)

I would say that pin 1 will be farthest from the single 5th pin, on my machine I havent connected anything to the 5th pin and all is well

Hope this helps, I had to figure it out the hard way and didn't do any damage by wiring wrong once or twice.

Foxconn don't have this board on their list of their Windows 7 supported chipsets (which is hardly surprising), but as you state all your individual components should be perfectly OK with Windows 7 .
I suggest you flash the Bios because Foxconn had to produce a new Bios for Vista in order for that OS to run correctly.

easy buy a usb to centronics cable and problem are gone or if printer have configuration to rs32 port select this on printer or buy printer psi card for aditional printer poort the first option are the best works with all printers they have centonics connection

I want you to try first swap the power supply box  of the PC if no change ?
go to the CPU socket remove the CPU check if any component is burnt that area if ok put a new CPU  then on it . 
If still behaving the same ,then the mother board is bad get a new mother board

It sounds like the Manu is advising you that the Motherboard / Processor combination you are using is incompatible (at this rev of BIOS),  you should therefore be able to return the processors you purchased from the distributor as incompatible/not fit for purpose. (supply the distributor with the information provided by the manu)

you should be able to exchange the processors you purchased with compatible CPUs from the list.
