Once you are on this site choose the Operating System (XP,Vista,Win7) and losnd the sound drivers. If you do not see any sound or audio drivers download and install the Chip set drivers.
Other options will be reinstall the sound driver come with the sound card or perform a system restore to the date the repairer fixed it. You can check the accessories and volumns to make sure those are working too. Did the repairer reformat the hard drive because of virus?
You need the sound driver for the motherboard. What kind of computer? You can usually find these files some where on the web. But really Windows 98 is old. You might have trouble finding the driver. Perhaps you have an original computer disk that has the sound driver on it.
You actually don't need an executable or a setup file to install the driver. When you unzip the set of files, put them on a location on your C:\ drive where you'll know your'll find them like c:\drivers\ethernet (just as an example) Go into device manager and under the device driver for the ethernet controller, right click and then go to "Update Driver." When you get the Hardware Update Wizard, select, "No, not this time" and choose "Install from a list or specific location." Check the "Include this location in the search:" and then browse to the directory where you extracted the files.i.e c:\drivers\ethernet\ and click next until the wizard finishes installing the driver.
I hope that makes sense if you need further clarification please reply back to this post. Please don't rate me until I help you resolve your issue. I will help you resolve it.

Write down the make and model numbers of the devices then do a google search for the relelvant drivers to download. If you have trouble finding the drivers, let me know and I will see what I can do
